Under the Strategy of development of electronic industry of Russia (the Strategy) is understood as interrelated in the goals, objectives, terms of implementation, financial support and the measures of state support for a set of objective functions, principles and decisions that have to be implemented in the federal targeted, cross-sectoral and sectoral programs ah, investment project ah and complex ah extracurricular activities to ensure the dynamic development of the industry in the future .
The strategy, first of all, is consistent with the goals of the state in the field of high technologies and is aimed at implementing measures to ensure the development and organization of production of the domestic electronic component base (EEE).
The instrument of the C strategy is federal, interstate, intersectoral, sectoral and departmental target programs and subprograms.
For example, in 2007 year from the foundation of the Strategy will be Sub-program " Development of electronic component base for 2007-2011. " FTP " National Technological Base of Russia for 2007-2011". However, the state of the domestic technological base, developments, serial production of electronic components indicates that the electronic industry of the Russian Federation is in a deep structural and technological crisis. Against the background of the dynamic development of world electronics, the domestic electronic industry has been stagnating for the last 10-15 years.
The main reasons hindering the development of the domestic EEE are:
- a sharp drop in production volumes and a reduction in the range of mass-produced electronic components for militarypurposes; - a constant increase in the share of obsolete electronic components, an increase in the use of foreign electronic components, while adecrease in the level of provision of domestic electronic components for ongoing developments and serial production of weapons systems, military and special equipment (AME); - moral and physical aging of technological equipment and fixed assets of the electronic industry due to the lack of investment funds for technical re-equipment over the past 15 years; - almost complete absence of a domestic civilian sector for the production of the most science-intensive types of electronic components used in computers, communications and telecommunications, navigation support, etc.; - opening the Russian market for foreign manufacturers of household electronic appliances in the absence of any state protectionist policy. For 15 years, imported electronics and mobile communications have become practically dominant in the Russian market. As a result of the negative manifestation of these factors in the electronics industry, the following trends take place: - up to 70% of foreign electronic components are used in newly developed domestic military equipment. Due to the restrictions in force abroad on the supply of special electronic components to Russia, the developers of radioelectronic devices have to be content with the nomenclature of imported electronic components that do not meet the necessary requirements of customers, which leads to a number of negative aspects and, in particular, to additional costs for the forced verification of products during its use; - the technologies for the production of electronic components developed in the 70s-80s have been lost, although outdated, butwhich is the basis of the weapons and military equipment currently in service, and the loss of technology is 40-50%. This is partly due to the collapse of the USSR, after which part of the electronic industries remained outside Russia (Ukraine, Belarus, the Baltic States, Armenia ), the existing cooperation was disrupted. The most significant losses were incurred by the production of a radiation- resistant component base; - due to the technological lag in the field of solid-state microwave electronics, there are serious problems in the creation of modern radar weapons using active phased antenna arrays (anti-aircraft missile systems, ground-based and aircraft-based radars, communication systems). Today, it is obvious that Russia's further lag in such a key industrial area as the production of electronic components is extremely dangerous and unacceptable, since it will not allow the transition from a “raw material” economy to a “knowledge” economy and ensure the priority development of high -tech industries, solving problems of ensuring the security of the state. ... The main task of the presented Strategy is to propose, on the basis of a comprehensive analysis of the existing state of Russian and world electronics, the optimal way for the development of the domestic electronics industry, to select priorities, to concentrate financial efforts of both the state and the private sector in key areas of this development. The implementation of this Strategy should ensure:
