Conclusion

The terrorism is becoming one of the major challenges for International Law. During the last 20 years it has taken on its most horrific forms, including large-scale attacks like 9/11, or even resulting in the appearance of quasi-states such as ISIS. The problem is that cooperation is far more harder when the defyning terrorism is not a legal, but a political concern. Absence of legal uniformity leaves the question of punishment for terroristic activity at domestic level. Terrorist organizations are also excluded from international relations, besides being active actors, which put the responsability for terrorism rather questionable from the point of International law.

A new international legal mechanism must be developed to cope with terrorism, as far as this problem is no more can be considered as domestic one. International community should have a uniform approach in defining terrorist groups regardless of its place on the political spectrum; a group should be considered as terrorist one by following certain criteria, disallowing a proclamation of one as terrorist for opposition views, or enforcing proclamation of a group as terrorist besides loyal attitudes to a patron. The support of terrorist groups by a sovereign state also should be punished in a legally constrained way. Only that way that treat can be coped with.

Moreover, the United Nations should have more rights and responsibilities in the legal system in order to prevent the rise of the terrorism in the failed states.
