Introduction

With the rise of the degree of organized terrorism in the second half of the 20th century and the emergence of its new more aggressive forms, terrorism transformed from an internal problem of national states to an international problem. Terrorist activities are primarily aimed at disorganizing public administration, undermining stability in society, causing economic damage, and creating a sense of distrust of the government and fear among the population.The establishment of the UN counter-terrorism office has become a vivid example of countering the growing scale of terrorism in the modern world.

In contemporary times, at least 12 international agreements within the UN contain definitive features of the most dangerous terrorism forms. The most important goals of these treaties are to criminalize acts related to terrorist activities in national legislation and to ensure effective cooperation of states in providing legal assistance in relation to such crimes. There is an urgent need to formalize the participation of all States in these conventions. In fact, we are talking about creating a system of universal jurisdiction, when a terrorist could not hide and escape punishment in any state in the world. Terrorist acts still take place in different parts of the world despite all precautionary measures and approved international laws. In the article authors pose such a question and try to answer it by providing relevant argumentation: What are the challenges for international law system posed terrorism?

It implies investigating what are the preventive measures and legal mechanisms to regulate the terrorist attacks on international level.

Here it is justified to recall the purposes of terrorism before looking at protections. Terrorists are aimed at not only the military, but also at the most vulnerable civilian objects and civilians. Acts of terror are targeted at spreading mass panic, intimidating, undermining confidence in the authorities. The challenge is not only to governments, but also to the modern social structure. There are no binding international treaties for terrorists: they may resort to the use of prohibited weapons and destructive substances.
