Should you need to make citation, you HAVE TO follow the proper scientific citation. This means using quotation marks and citing the source with author name, title, date, and page number. Citations should not exceed 10% of your total answer.

A1. After a long experience with a single-party authoritarian regime, a new democracy called “Pacifica” is looking to adopt a constitution that will maximize its chances of survival. Below is some information about Pacifica. n Geographic and demographic characteristics: n Pacifica is a big country (both in terms of the number of inhabitants and territorially). n There are three ethnic minorities, each approx. 15%. n One ethnic group is concentrated in the North, the second in the South (and has a kin state over the border) and the third is dispersed throughout the territory. n Economy: n The economic wealth resides mainly in the north, n The economy is based on both natural resources and advanced industries, n GDP/capita 15000 EUR.
n Political life and political stability: n Pacifica is a young democracy, n There has never been civil war in the country, n There are tensions among the various ethnic groups.
As an expert in comparative institutions, you have been hired as a consultant by the transitional government. Government leaders have asked you to develop a proposal in which you are to make recommendations on specific institutions that you believe will enhance their chances of never returning to authoritarianism.
