A delegation may use the Right to Reply provided another delegation impugn the reputation of their country or organization; 2. The Right to Reply should be requested in written form after the speech, the aggrieved delegation should provide detailed reasons for their request; 3. The Chairman can rule a Right to Reply out of order; 4. If a Right to Reply is granted, the insulted delegation may speak during one minute; 5. A Right to Reply to a Right to Reply is out of order; Procedural Motion 1. May be raised at any time during the Formal Debate, but not during speeches and voting; 2. In order to be considered by the committee, a Motion requires the support of at least one more delegation other than the delegation who proposed it; Modes of Debate Formal Debate 1. Is default mode of debate; 2. The time for a speech is set by Procedural Motion; 3. The list of speakers is formed in alphabetic order; 4. A Delegation has the right to declare their desire to speak at the end of the list; 5. After a speech of a delegation Questions to the Speaker may be raised; 6. The movement of Delegations in the meeting room or speeches without the permission of the Chairs are prohibited; Moderated Caucus 1. Moderated caucus is used for expedited debate on the matter at hand; 2. No speakers list shall be kept in moderated caucus; 3. In order to initiate a moderated caucus, the adoption of a corresponding procedural motion is required. A delegation raising the aforementioned procedural motion must specify the purpose of the moderated caucus, the speaker’s time, and its overall duration that cannot exceed 20 minutes; 4. Any delegation may request to be granted the right to speak by raising their placard at any time; 5. The movement of Delegations in the meeting room or speeches without the permission of the Chairs are prohibited; Unmoderated Caucus 1. Unmoderated caucus should be used for unrestricted discussion of matters related to the agenda, negotiations and consultations; 2. Delegates may move about the meeting chambers unimpeded; 3. Delegations may engage in dialogue freely; 4. In order to initiate an unmoderated caucus, the adoption of a corresponding procedural motion is required. A delegation raising the aforementioned procedural motion must specify the purpose of the unmoderated caucus and its overall duration that cannot exceed 20 minutes;
