Annotation: In this article discloses the role of domestic Production legislations in the development humanitarian rights. Retrospective view of history formations and development international humanitarian driver's rights about the fact that Russia not only did she show it initiatives in the development documents', directed on the humanization armed conflicts', but she also took it active participation in their implementation in national right.
Abstract: This article reveals the role of domestic law in the development of humanitarian law. A retrospective look at the history of the formation and development of international humanitarian law indicates that Russia not only took initiatives in developing documents directed at the humanization of armed conflicts, but also took an active part in their implementation in national law.

Russia made a significant contribution to the humanization of the methods of war. " The study of the history of the law of war gives us grounds to assert that the Russian people... went ahead of other peoples in the gradual humanization of war. " Russian military legislation already at the beginning of the 18th century. contained a number of norms prohibiting cruel treatment of civilians under pain of severe punishment. The Military Article of 1716, the first military-criminal and military-procedural code of Russia, developed by Peter I, included provisions on responsibility for robbery and destruction of churches, violence against women, children and the elderly. In the interpretation of the article it was indicated that " the killing of unarmed people is a crime that dishonors the honor of the Russian army. "
