Dear ChairAgustí n Carstens,

The Creditor in Commerce of this letter takes the liberty of informing your office, in its capacity as the responsible regulatory agency, of the following:

The Department of the Treasury (Janet Yellen) has been served in private with an account block and a trading block for the collateral account of the Creditor in Commerce. The blocking applies to all investments, assets, and securities managed under your supervision in the form of closed-end funds, among others.

The information to your agency is solely for the protection of investors in these securities. The blocking affects trading of securities of any type issued under the liability of the authorized to sign Creditor in Commerce. The block will not be lifted until all contractual relationships of the Creditor in Commerce with the Department of the Treasury and all sub-licensees have been fully resolved.

Exceptions to this blocking shall be made explicitly and shall be drawn and noted as exceptions to the blocking.

Please note that the Creditor in Commerce currently has generally withdrawn any liability commitments (concerning f1096, among others). This regardless of how the liability assurances of the securities in commerce may have come about.

Please contact the Department of the Treasury or DTC and all other securities-issuing entities immediately to prevent damage to investors in these securities.
